Shanghai. Sir Liles appeared to have taken a very deep interest in the affairs of Kwongtung. He was anxious to learn the views of all classes of the Community in Peking. His visit to Hankow apparently caused him some disappointment. Evidently, after consulting his advisers in Shanghai, he considered it inadvis- able to be drawn into the Nanking mesh. He did not see C. C.

Wu. At one time he had hopes that the Five Great Powers would

act together for a common purpose, but unfortunately America.

was the first to refuse to participate, and then Japan followed

suit. Italy was the country that gave to Great Britain its

warmest support, and France the next. This proposition of

concerted action by the Powers broke down before Sir Miles

went to Shanghai.

Kwongtung.

35. It is to be hoped that neither the Hankow nor the Nan-

king Government will succeed in getting back to Kwongtung. It would be a bad day for Hong Kong as well as Kwongtung if they

did. Unce back in Kwongtung, Hu Han-min and his crowd will

again make use of labour to the fullest extent. Labour dis-

turbance is not a party affair; it affects the whole community. It will upset society and bring widespread distress to the

people.

The present outlook in the province is gloomy. it would be very serious for it if men like Hu Han-min were to return to it, and they do want to return. They would try to regain power in the province by placing their own henchmen in official positions of importance. Li Kan-wen, Fan Shek- sang and Chien Ta-chun belong to the Nanking party. It is the object of this party to give Li Tsi-hsin as much trouble as possible, and this would be exceedingly bad for Hong Kong as well as for Kwongtung.
